In -Pit Roads — Road F of the proposed roads are located within or adjacent to the active mining
area and are therefore considered in -pit roads, consistent with the applicable regulatory definition.
From a construction, use, and maintenance perspective, these roads will generally be designed and
built to the same standards as haul roads, consistent with the following road descriptions. The
posted speed limit for all in -pit roads will be 25 mph. Portal Ramp (Road F) — As an in -pit road, the
portal ramp will extend from the mine facilities area to the base of the mine face -up, as shown on
Map 2.05.3 MIA. The road extends a distance of approximately 900 feet. The portal ramp will be
a maximum of 60 feet wide, and will be constructed in undisturbed ground during excavation of the
face -up area. The portal ramp will be utilized for transportation of men, equipment, and supplies
from the mine facilities area to the mine portals and for the transportation of coal during the initial
start up while the main conveyor is being constructed. With the exceptions of sub -base and base
construction, the portal ramp will be constructed in the same manner and to the same specifications
as an access road, with the road surface consisting of a 12 -inch gravel base and 6 inches of gravel
surfacing. An MSHA safety berm will be established and maintained on the sides of the portal
ramp, as appropriate.
Appropriate as -built certifications for the mine access roads and haul roads will be developed and
provided to the CDRMS when road construction is completed. All roads and associated drainage
