G-2
containing water, but the transmission rate is so poor that it cannot be considered a water source.
Clay and shale are typical aquicludes".
Presence of Wetland Features
As depicted on USGS topographic and other mapping(refer specifically to the Tampa, Colorado 7.50
Quadrangle; 1950; Photorevised 1978), there is a named intermittent "drainage" (so-identified as
"Ennis Draw")present within the central portion of the Permit Area. CSC has established a"Temporary
Mining Deferral Zone"along this south to north corridor that extends a lateral distance of 300-8.either
side of the map-depicted centerline of the "draw" and/or exterior to field-delineated wetland features
associated therewith. CSC notes that the Ennis Draw feature has been field-examined by the US Army
Corps of Engineers(USACE),and the agency has determined the feature(and its associated wetlands)
to be of a "non jurisdictional" nature; that is, the Ennis Draw feature does not constitute nor is it
tributary to "waters of the United States" (see Attachment Gl: Approved Jurisdictional
Determination—Keenesburg Project).
In addition to securing the USACE "non jurisdictional" status determination, CSC has set aside the
600-ft. wide corridor (as a Temporary Mining Deferral Zone) and completed baseline wetland
delineation efforts within the corridor to more fully delineate the presence and extent of the wetland
features. This has been done as a first step in the determination of the overall mineability of the zone,
and CSC will be further evaluating the zone to identify potential constraints that may impact its
mineability. Such constraints may include the presence of seasonal or permanent zones of saturation
(potentially introducing equipment operating concerns), wide or localized areas, or vertical horizons
of high silty or clayey sand content(potentially introducing sand quality concerns),or a general thinning
of the sand thickness(potentially rendering the area non-economic from a mining perspective),etc.
As incremental data and/or information is gained within the zone, CSC will continue to evaluate its
potential mineability, in whole or part. If mining is determined to be technically feasible and
economically viable, CSC anticipates potential inclusion of all or part(s) of the zone into the life-of-
mine plan, in which case any changes to the anticipated pit progression would be addressed via
Technical Revision(prior to initiating mining within the zone).
The baseline wetland delineation effort (conducted by qualified wetland biologists) identified the
presence of twenty-five(25)discrete wetland features within the corridor. (RETTEW;2019). Wetland
Keenesburg No. 2 Mine-112 Reclamation Operation—November 22, 2019
