Operating hour schedules and employee counts may be modified if production and/or market <br /> conditions warrant such. <br /> Plant Facilities <br /> Plant Loadout and Service Roads <br /> Plant access will be established via a roller-compacted-concrete or asphalt-surfaced entrance road(80-ft. <br /> width) exiting easterly off Weld County Road 59 (refer also to Exhibit A: Legal Description and the <br /> therein provided Figure A-2: Site Entrance—Keenesburg No.2 Mine). <br /> The onsite traffic flow will be unidirectional, (i.e., "one-way"), eastbound through the entrance, thence <br /> northbound to the exit. <br /> At a distance approximately 500 ft.interior to the Permit Area,the site entrance road will divide,retaining <br /> the unidirectional traffic pattern(now generally northbound) for both, with the plant loadout road turning <br /> north,subsequently trending north-northwesterly while widening to a nominal 185-ft.width as it approaches <br /> the assemblage of six(6)product storage silos(for loading/scaling). The plant service road will continue <br /> east for a short distance and similarly turn north-northwesterly, thereafter passing through and extending <br /> along the western edge of the primary plant facility installation. Some 750 ft. (m/1)north of the loadout <br /> installation,the two roads re-converge,forming a two-lane(30 ft.width)roadway as it extends westerly for <br /> approximately 250 ft.to intersect Weld County Road 59,at which point the(perpendicular)egress point is <br /> to be established. <br /> Both the ingress and egress points,since connecting to Weld County Road 59,will be subject to,and adhere <br /> to,Weld County design standards. Virtually all exiting traffic will then turn(left)south onto Weld County <br /> Road 59 in order to access Interstate 76 at a point approximately 3 miles south. <br /> Other dedicated internal travel-ways will be established within and throughout the plant area to facilitate <br /> routine operations;however,it is not envisioned that these access routes will be"improved"roadways,but <br /> rather bladed and compacted travel surfaces,to be installed where operational demands require such. While <br /> specific locations and/or extent remains indeterminate at this juncture, these routes will be utilized for <br /> increased efficiency in heavy equipment movement, maintenance activities, supplies delivery, routine <br /> supervisory pickup truck travel,and mined/processed material movement throughout the plant area. <br /> Keenesburg No. 2 Mine-112 Reclamation Operation—November 22, 2019 <br />
