D-15 <br /> mutual aid agreements with surrounding fire and ambulance services such as those available in Brighton <br /> and/or Greeley. SWFPD is staffed with career and volunteer/reserve personnel providing fire prevention, <br /> suppression,property preservation, emergency medical, and rescue and related emergency services. The <br /> SWFPD also operates an Advanced Life Support Paramedic Transport Ambulance through a partnership <br /> with the Platte Valley Medical Center in Brighton. <br /> CSC has developed an initial life-of-mine(LOM)plan,to include a detailed short-term(five-year)plan and <br /> a conceptual-level life-of-mine plan(for Years 6 through 13), as generally described below(and depicted <br /> in Exhibit D-1:Mining Plan). CSC provides the following as generally descriptive of the planned mining <br /> sequence and progression;however,CSC shall retain the latitude to modify the described mine plan in the <br /> event unforeseen circumstances arise and where operational efficiencies can be gained. For example, <br /> changing market conditions may result in an increase or a decrease of planned production, which in turn <br /> may impact the overall acreage mined in a given year(versus planned)as well as the rate and/or direction <br /> of pit advance,etc. <br /> To the extent any proposed modification(s) are determined to be of a "significant' nature, CSC will <br /> accordingly introduce such via Technical Revision(where warranted)to secure DRMS authorization prior <br /> to proceeding with the change. However,it should be recognized that operational flexibility is one attribute <br /> that CSC has purposefully introduced by virtue of the general mine plan and the specific types of equipment <br /> proposed for the operation(i.e.,excavator and front-end loader with truck haulage). Thus,CSC may,at its <br /> discretion,take advantage of that operational flexibility with respect to pit configuration,general direction <br /> of advance,change in the locations of active mining face(s),the number of active mining faces,etc.while <br /> maintaining general conformance with the overall mine plan,as described. <br /> PRE-PRODUCTION SITE DEVELOPMENT <br /> The first activity associated with mine site development will encompass the pre-stripping of those portions <br /> of the Permit Area dedicated to plant facilities and infrastructure(to include access and loadout roads,etc.), <br /> all of which are located in the northwest portion of Section 1. This will be followed shortly thereafter by <br /> initial pit pre-stripping of areas immediately surrounding the plant infrastructure to simultaneously develop <br /> sufficient pit void to accommodate initial process waste disposal,utilizing that same excavated material to <br /> develop the initial ROM stockpile,for process plant startup. <br /> Keenesburg No. 2 Mine_112 Reclamation Operation—November 22, 2019 <br />
