ASPHALT
SPECIALTIES CO.
Turnpike Mining Resource-Permit No. M-2004-009 November 25,2019
Technical Revision No. 6(TR-06) Page 3
backfilled. The Plumb and Dailey Ditch Company will then reconstruct the ditch with a concrete
lining. The concrete lining will provide hydraulic isolation of the Plumb and Dailey Ditch from the
local water table and prevent future dewatering operations from affecting ditch flow. Therefore, the
previously approved hydraulic barrier trench will no longer be constructed by ASCI prior to mining
Cells 4 and 5 in the future.
(d) Size of Area to be Worked on at Any One Time
The approximate 1,400-foot x 220-foot area along the Plumb and Dailey Ditch will be worked on
during the 2019-2020 non-irrigation season. The total horizontal extent of the area to be worked on
is approximately 308,000 square feet(i.e., 7.1-acres).
(e) Approximate Mining Timetable
Current mining activities in Cell 3 will temporarily cease during this period to mine and backfill the
Plumb and Dailey Ditch area. It is anticipated that mining and backfill activities for the Plumb and
Dailey Ditch area will be completed by the end of 2019 to early-2020. Once activities along the
Plumb & Dailey Ditch are complete, ASCI will return to mining operations in Cell 3. ASCI will
complete the mining of Cell 3 prior to returning to Cell 4. A revised mining timetable is provided
below as Table 6.4.4-1. However, as aggregate mining and processing is entirely dependent on
market conditions, the mining timetable is only an estimated schedule.
Table 6.4.4-1: Mining Timetable
Mining Cell Size of Mining Cell Approximate Time Until Complete
Cell 2A 22 acres 5 -6 Years(Majority of Cell Mined)
Cell 2B 29 acres Complete
Cell 2C 10.5 acres 5 -6 Years(Majority of Cell Mined)
Portions of Cells 4 and 5 along 7.1 acres 2-3 Months
Plumb and Dailey Ditch (Portions of Cell 4 and Cell 5)
Cell 3 20 acres 1 year(Partially Mined)
Cell 4 13 acres(9.45 acres remaining) 2-3 Years
Cell 5 9 acres(5.45 acres remaining) 3 -4 Years
Cell 6 1.5 acres 4-5 Years
Total 105 acres 5-6 Years
Note:
Cell 1 (85 acres)has been released from the permit as the Erie Water Treatment Facility.
