ASPHALT
SPECIALTIES CO .
10100 Dallas St. • Henderson, CO 80640 • (303)289-8555 • Fax: (720)289-7707
TECHNICAL REVISION SUBMITTAL
Date: November 25, 2019
To: Mr. Eric Scott, P.G.
Environmental Protection Specialist
Department of Natural Resources—Division of Reclamation, Mining, and Safety
From: Mr. Greg Geras, P.G.
Land Resource Manager
Asphalt Specialties Co., Inc.
Permit No: M-2004-009
Site: Turnpike Mining Resource
Address: 599 Highway 52, Erie, CO 80516
Re: Technical Revision No. 6 (TR-06)to Regular 112 Permit
Asphalt Specialties Co., Inc. (ASCI) is submitting this Technical Revision No. 6 (TR-06) for the
Turnpike Mining Resource (DRMS Permit No: M-2004-009) (Site) to update relevant portions of
Exhibit C-2 Mine Plan Maps and Exhibit D—Mining Plan regarding operations along the Plumb and
Dailey Ditch located west of Boulder Creek on the North Half of the Site. ASCI was contacted by
the Plumb and Dailey Ditch Company to coordinate activities to line the Plumb and Dailey Ditch
with concrete during the 2019 — 2020 non-irrigation season (non-irrigation season is generally
October/November 1st to April 1'). To facilitate the project schedule, ASCI has entered into an
agreement with the Plumb and Dailey Ditch Company to mine and backfill the area encompassing
the existing ditch while the ditch is not in operation. The area to be mined is approximately 1,400-
feet (i.e., length of ditch to be lined) x 220-feet (i.e., 20-foot width of the ditch plus an additional
100-feet on both sides). After mining and backfill, the Plumb & Dailey Ditch Company will line the
ditch with concrete. The lining of the Plumb and Dailey Ditch with concrete will provide hydraulic
isolation from the local water table and therefore mitigate the need to construct the hydraulic barrier
trench approved in 2012 as part of Amendment 2 for the Site prior to future mining of Cells 4 and 5.
6.4.3 EXHIBIT C-2—MINE PLAN MAPS
ASCI will mine and backfill the approximate 1,400-foot x 220-foot area where the Plumb and Dailey
Ditch is located (and includes portions of Cells 4 and 5) during the 2019 — 2020 non-irrigation
season. A 75-foot buffer will be left in place adjacent to both the north and south property lines. The
following features have been revised on the Exhibit C-2—Mine Plan Maps.
