PERMIT#:M-2018-011 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:November 20,2019 <br /> INSPECTION TOPIC: Reclamation Success <br /> PROBLEM/POSSIBLE VIOLATION: Problem: No approved reclamation vegetation has been established on site in <br /> the affected area outside of the recharge pond. The permit area outside of the irrigation return pond is now <br /> being utilized by the property owner to mulch undersize sugar beets. <br /> CORRECTIVE ACTIONS: <br /> 1) Submit a technical revision to the reclamation plan, with documentation from the property owner, which <br /> states that the intended future use of the permit area outside of the irrigation return pond is to mulch sugar <br /> beets. <br /> OR <br /> 2) Remove the sugar beet material from the permit area outside of the recharge pond, replace topsoil, and <br /> establish the approved reclamation vegetation. <br /> CORRECTIVE ACTION DUE DATE: 1/31/20 <br /> OBSERVATIONS <br /> This was a routine monitoring inspection conducted by Eric Scott of DRMS, accompanied by permittee <br /> representative Mike Volosin of Ames Construction. The site is a 12 acre 111c permit with a $51,014 <br /> reclamation bond. The approved reclamation plan for the site is for an irrigation recharge pond (unlined but <br /> sloped excavation) surrounded by the approved reclamation vegetation consisting primarily of rangeland <br /> grasses. <br /> Ames Construction requested release of the Front Range Feedlot Borrow 2 permit on August 24, 2018. <br /> During the release inspection it was noted although the earthwork has been completed, no topsoil had been <br /> replaced surrounding the recharge pond, and no seeding had taken place. DRMS denied the release request <br /> because the reclamation had not been completed as approved. <br /> During this inspection is was noted that the shoreline area of the recharge pond will need to be re-sloped to <br /> no steeper than 3H:1V in several areas (Photos 2, 4). <br /> In addition, instead of replacing the topsoil and planting the approved reclamation vegetation in the permit <br /> area surrounding the pond, this area has been covered with undersize sugar beets which are being mulched by <br /> the property owner (Photo 3). This has been cited as problem in the previous section of this report for failure <br /> to implement the approved reclamation revegetation plan. One of the corrective actions listed above will <br /> need to be implemented by the corrective action date. The permit sign and boundary markers will also need <br /> to be in place and maintained until the permit is released. <br /> No other issues were noted during this inspection. <br /> Page 2 of 4 <br />
