November 19, 2019 C-1996-083/Bowie No. 2 Mine RDZ
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
BRL is trying to prevent erosion on Gob Pile#2 and appears to be successful at this time. The water bars are
functioning, as are the sump and wattles at the east end. The seeps below Gob Pile #2 had only white precipitate;
no rust or other colors indicate iron or other metals. Some soil piles on Gob Pile#2 (possibly from ditch or
pond cleaning) should be spread to avoid ponding of water on the pile.Alternatively,the piles could be
aligned in rows perpendicular to contours to prevent ponding.
No ponding or other issues were seen on Gob Pile#3. Additional grading will be needed prior to winter. Recent
compaction testing has been performed at four levels,per Basil Bear.
No problems were seen with Gob Pile #1 or Gob Pile #4.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and
(6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7):
No problems were seen with roads or the hillsides below them. The hillside above Curve 8,which is armored with
boulders,is stable.
SLIDES and DAMAGE - Rule 4.12:
It appears that slumps have not moved significantly in the recent past. These include slumps by the B Portal and
by Curve Number I I along the Haul Road.
SUPPORT FACILITIES - Rule 4.04:
Berms were found to be functional at several pads,including the Utility Bench, the D Portal Bench, the storage
pad east of the D Portal,the B Portal bench, and the Coal Stockpile Pad.
The dirt piles by the Hubbard Creek Coal Gas facility(next to the Utility Bench)have been moved.
Coal residue under the conveyor has not been moved due to safety concerns. It will be addressed when the
conveyor is reclaimed,per Basil Bear. This material should be watched closely to see if it is being blown onto
undisturbed areas by wind.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 13
