PERMIT#:M-1997-014 <br /> INSPECTOR'S INITIALS:ECS <br /> INSPECTION DATE:November 14,2019 <br /> OBSERVATIONS <br /> This was a routine monitoring inspection of the Deer Creek Quarry, operated by Aggregate Industries (AI), <br /> conducted by Eric Scott of the Division of Reclamation Mining and Safety (DRMS). DRMS met with Al <br /> representative Jeremy Pritchett on site, and also spoke with Scott Appel who subleases the quarry area from <br /> Al. The site is a 75 acre permitted area located on the north side of Deer Creek Road approximately 1.7 miles <br /> west of the intersection of Deer Creek Road and Valley Road. <br /> The site has been largely inactive for some time now, and the mining activity consists of occasional hauling of <br /> stockpiled material from this location to the Morrison Quarry, also operated by Al, for processing and sale. At <br /> this time Al has subleased the use of the quarry to Mr. Appel for forestry activities. Mr. Appel stores and <br /> processes beetle kill pine in the quarry area for various uses (Photos 2, 3, 4 and 6). Mr. Appel also maintains <br /> the various storm-water runoff controls at the site. DRMS was informed that Al does not have any plans to re- <br /> activate the quarry in the immediate future. AI will need to maintain appropriate records to verify mine <br /> activity, or place the mine into temporary cessation status. <br /> This permit has not been revised, other than periodic bond adjustments, since it was issued in 1997. Al should <br /> review the existing approved mining and reclamation plans for the site and determine if they are still feasible <br /> and in keeping with the proposed development of the site, or if the permit will require revision if/when the <br /> site becomes more active or for final reclamation. <br /> Al is now also required to submit a geotechnical stability report for the opened quarry area with the 2020 <br /> annual report, as well as with subsequent annual reports. This submittal should be similar to what is currently <br /> provided for their Morrison Quarry, to verify the stability of the current state of the quarry, and predicted long <br /> term stability of for the proposed operation/reclamation. <br /> DRMS also notes that the map provided with the previous annual report does not accurately show the permit <br /> boundary.
