SPECIFICATION AGGREGATE QUARRY MINE GROUNDWATER <br /> SEEPAGE EVALUATION (WDID 0702612) <br /> SPEC AGG QUARRY PIT (WDID 0703031) <br /> NW1/5 OF SECTIONS 15, TOWNSHIP 4 SOUTH, RANGE 70 WEST, 6T" P.M. <br /> WATER DIVISION 1, WATER DISTRICT 7, JEFFERSON COUNTY <br /> Dear Mr. Clark: <br /> The purpose of this letter is to approve the groundwater seepage evaluation requested for the Specification <br /> Aggregate Quarry Pit ("Spec Agg Quarry Pit") (as shown on the attached Figures 2 and 3) located within the <br /> Specification Aggregate Quarry Mine. Spec Agg Quarry Pit is located in the NW1/4 of Section 15, Township 4 <br /> South, Range 70 West of the 61h P.M., and was originally mined under the Division of Reclamation Mining and <br /> Safety ("DRMS") Permit No. M1974-004). The decree in case no. 2013CW3053 granted a junior storage water <br /> right from Spec Agg Quarry Pit in the amount of 320 acre-feet for commercial, industrial, reclamation, <br /> irrigation, dust control, concrete production, augmentation, and exchange. <br /> In order to allow the Spec Agg Quarry Pit to store water the decree in case no. 2013CW3053 required, a leak <br /> test to demonstrate that the pit satisfy the Colorado Division of Water Resource Reservoir Administration <br /> Guidelines as they apply to liner for subgrade storage. Therefore although, neither a clay liner, nor slurry wall <br /> was installed at the Spec Agg Quarry Pit due to low permeability material in the surrounding rocks a 90-day <br /> leak test was performed, as required by the decree in case no. 2013CW3053, to assess whether the volume of <br /> ground water seeping into the pit exceeds the State Engineer's allowable leakage rates as referenced in the <br /> August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). <br /> According to the 2011 State Engineer General Administration Guidelines for Reservoirs (2011 SEO Guidelines), <br /> rock quarries in low permeability material can be tested in accordance with the 1999 SEO Guidelines. The test <br /> was conducted between April 11, 2018 and July 10, 2018. A site inspection was performed by the SEO on June <br /> 20, 2018 to review site conditions and discuss the leakage test plan. <br /> Your report dated October 23, 2018 provides the liner summary and the 90-day leak test results for the Spec Agg <br /> Quarry Pit. The test data provided indicates that ground water seepage into the Spec Agg Quarry Pit is below <br /> the design standard referenced in the 1999 SEO Guidelines. Meeting the design standard requires that during <br /> operation of the Spec Agg Quarry Pit, all water inflows and outflows for the pit area must be accounted for <br /> on a monthly basis. <br /> In the event that the average daily unregulated ground water inflow to the Spec Agg Quarry Pit exceeds the <br /> Performance Standard referenced in the 1999 SEO Guidelines for two consecutive months, as evidenced by the <br /> accounting specified in the preceding paragraph, Martin Marietta Material, Inc.
