The design and performance <br /> standard for the pit over the testing period were calculated to be 2,208 ft3/day and 6,623 <br /> ft3/day respectively. Therefore, the observed leakage rate of the Spec Agg Pit is significantly less <br /> than both the Design (62%) and Performance Standard (20.7%) leakage rates. <br /> Accordingly, it is our opinion that this test demonstrates that the Spec Agg Pit can be considered <br /> `lined' consistent with State Engineers Office standards. We believe that this conclusion meets <br /> the criteria required by the decree in Case No. 13CW3053,and the Spec Agg Pit should be allowed <br /> to store water as authorized by this decree.
