Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a Divisionbond release inspection(SL-17) at the Colowyo Mine conducted by Zach Trujillo of Colorado <br /> Division of Reclamation,Mining and Safety(Division). Angela Aalbers and Tom Fry representing Colowyo Coal <br /> Company(Colowyo) accompained the inspection. The primary focus of this inspection was for bond release as <br /> requested through Colowyo's SL-17 (combination Phase I, II and III) application. Approximately 0.4 acres of <br /> permanent structures is being requested for Phase I, II and III bond release located in Section 16 of the Colowyo <br /> Mine. The weather was clear and ground conditions were dry. Temperature during the inspection was around fifty <br /> degrees fahrenheit. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Colowyo has requested Phase I, II and III on the permanent structure of the eastern portion of the South Collection <br /> Ditch. All contributing area to the portion of the South Collection Ditch inspected under SL-17 is undisturbed <br /> native. <br /> The South Collection Ditch was entirely walked. The path taken was followed by GPS to ensure the ditch was <br /> constructed accurately as presented in Colowyo's PAP. The South Collection Ditch was stable and well vegetated. <br /> The top of the outer embankment of the ditch has become an elk trail that appears to be heavily used. Despite <br /> heavy elk traffic along the ditch,no issues were encountered at any point along the ditch and the ditch is fully <br /> functional and stable. <br />
