of the Interior has approved the proposed mining plan. <br /> Status of Stipulations and Revisions to the Permit <br /> Between 1988 and 2001,the Division submitted 13 stipulations related to the New Elk Mine. <br /> Review of the stipulation file in the Division's Permit System indicates that all stipulations have <br /> been complied with or otherwise terminated. There are no active stipulations at the time of <br /> approval of Permit Renewal Number 7 (RN-07). <br /> The Division has approved two bond releases related to the New Elk Mine: SL-01 and SL-02. In <br /> 1998, the Division approved Phase I, II, and III bond release of 3,233 acres south of Highway 12 <br /> (SL-01). This action released this area from further liability, as per Division written policy for <br /> release of areas overlying underground workings. Of the 3,233 acres included in SL-01, 597 <br /> acres had been undermined but not disturbed at the surface. Included in the 3,233 acres are two <br /> small areas of surface disturbance (the Apache Canyon ventilation shafts), which were <br /> transferred to the Golden Eagle Mine (Division permit C-1981-013). The Division approved a <br /> partial Phase 1 Bond Release (SL-02) in 2006 for 35.14 acres. SL-02 approved completion of <br /> demolition of structures, backfill, and grading of 19.08 acres at the East Portal, and 16.06 acres <br /> at the West Portal. SL-02 also released liability for activities that had previously received <br /> approval but had never been implemented, and these activities were removed from the approved <br /> permit application package (PAP). The three acres from the Golden Eagle Mine (see TR-72 <br /> description below) have received Phase I bond release. <br /> The following are revisions processed since the last issued midterm review(MT-07, approved <br /> August 25, 2016). This includes revisions that have decision dates after August 25, 2016, or the <br /> decisions are pending. <br /> • MR-124 updated Exhibit I (Permit Transference) and Exhibit 28 (Reclamation Cost <br /> Estimate)in the PAP. It was issued 2 May 2017. <br /> • MR-125 added the weed management plan to the PAP. It was issued 20 August 2018. <br /> • TR-71 proposed using the slurry injection system for de-watering ponds. It was withdrawn <br /> 28 September 2017 due to objection by the Division of Water Resources. <br /> • TR-72 transferred three acres from the Golden Eagle Mine site (Northwest Airshaft). It was <br /> issued 25 July 2017. <br /> • TR-73 (submitted 5 September 2018)revised the groundwater monitoring plan because the <br /> mine is inactive. It was issued 28 December 2018. <br /> • RN-06 was issued 17 June 2017. <br /> • SI-02 (Surety Increase related to MT-06)was withdrawn on 28 February 2017. <br /> New Elk Mine <br /> November 2019 Findings for RN-07 <br /> 2 <br />
