TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O.BOX 33695 DENVER,COLORADO 80233-0695 303-452-6111
April 3,2019
Mr.Brock Bowles
Environmental Protection Specialist
Colorado Division of Reclamation,Mining&Safety
Department of Natural Resources
1313 Sherman Street,Room 215
Denver,CO 80203
RE: New Horizon Mine
Permit No.C-1981-008
Adjacent Support Facility Area
Dear Mr.Bowles,
Tri-State Generation and Transmission Association Inc.("Tri-State"),is the parent
company to Elk Ridge Mining and Reclamation,LLC(ERMR)New Horizon Mine. The New
Horizon Mine operates under the Division of Reclamation,Mining and Safety(DRMS)Permit
No.C-1981-008.
Rule 1.04(71)states,"...All of the land uses defined below may include land used for
support facilities which are adjacent to,or are an integral part of the land..." Tri-State,therefore
requests retention of a 0.5-acre parcel of irrigated pasture south of BB County Road and east of
2700 Road as an adjacent support facility area. The area is shown on Map 2.05.4-5 of the permit
application package. Retention of this area provides a great benefit to Tri-State's private
property and supports the post mine land directly adjacent to this area.
1,Barry Ingold,as representative of Tri-State and the surface landowner, hereby request
that the 0.5-acre area noted above be an adjacent support facility area as defined in Rule
1.04(71). This adjacent support facility area is an integral part of Tri-State's land management
activities on its property and will be extremely beneficial for post-mine land use in the area.
If you have any further questions or concerns please feel free to call me at(303)254-
3313. 1 appreciate your attention to this matter.
Sincerely,
@, 60 V—XgV
Barry W, ngold
Senior Vice President,Generation
AN EQUAL OPPORTUN/TY/AFF/RMATIYE ACTION EMPLOYER CRAIG STATION FSCALANTE STATION NUCIA STATION
P.O.Box 7557 PA.Box 577 7A SO2 M5
A TiwC{utOne Energy Caopera[Ive CRAIG.co Stw-vos PREWITT,NN nods Nucu.ao 51424-OM
970424M11 SWE76-2271 975-164-7316
Page 8 April 2019 (TR-89)
