Additional clarification required. The <br /> DRMS accepts the correction to the entrance location longitude as (104' 21' 17.60"). <br /> However, a new Exhibit B and B 1 were also included in the response with revised <br /> entrance locations. On October 23, 2019 I telephoned Steve O'Brian(Environment Inc.) <br /> to discuss the new Exhibit B discrepancies. Mr. O'Brian stated the revised Exhibit B <br /> maps were provided in error and should be withdrawn from the response submittal. <br /> Please confirm in writing the revised Exhibit B maps should be withdrawn. <br /> Map Exhibits B and B-1 that I sent with the Adequacy 01 response had the wrong <br /> entrance location on them and were incorrect. Please withdraw the Revised Map Exhibit B <br /> and B-1. The coordinates on the Original maps supplied with the application packet are <br /> correct. <br /> 6.4.3 EXHIBIT C -Pre-mining and Mining Plan Map(s) of Affected Lands <br /> 2. Potential stream capture: Additional clarification required. The DRMS accepts your <br /> Commitment to increase the width of the setback along Black Squirrel and Big Springs <br /> Creeks in each stage to armor the inner and outer banks using Urban Drainage criteria <br /> [Commitment No. I]. This setback allows the armoring to take place outside the Ordinary <br /> High Water(OHW) line as instructed by the Army Corps of Engineers. The last <br /> paragraph on page 2 of the response letter states "asphalt rubble" in addition to broken <br /> concrete will be used for the armoring.Asphalt rubble is not considered a durable <br /> material for the purpose of streambank armoring. Please commit to not using asphalt <br /> product as bank protection. The DRMS notes the figure in the new Bank Protection Plan <br /> requires exposed rebar to be removed prior to using concrete for bank protection. <br /> Ellicott Sand & Gravel LLC will commit to not using asphalt fragments for armoring. Only <br /> broken concrete will be used. Your note that the plan includes removing all exposed rebar <br /> from the rubble is correct. I have fixed the notes and added the rebar removal <br /> commitment on Map Exhibit C-1 - Mining Plan; Map Exhibit F - Reclamation Plan and the <br /> Bank Armoring Plan plat. <br /> Additional Information <br /> Map Exhibit C-1 - Mining Plan was revised showing the 200 foot setback along Sanborn <br /> Road in Stages I and II. <br />
