Bureau of Land Management Finding of No Significant Impact
Royal Gorge Field Office DOI-BLM-CO-F020-2018-0083 EA
Consideration of whether the action may establish a precedent for future actions with
significant impacts:
There are no aspects of the current proposal that are precedent setting,as decisions such as this one
have previously been made and will continue to be made by BLM officials regarding responsible
mineral operations on public lands.Implementation of the proposed project will be in accordance
with standard practices that are consistent with other allowable operations involving BLM managed
surface. The decision is within the scope of the governing Resource Management Plan and is not
expected to establish a precedent for future actions. The decision does not represent a decision in
principle about a future consideration.
Consideration of whether the action is related to other actions with cumulatively significant
impacts:
If this proposed action is approved, it is reasonably foreseeable:
Mining operations along and within the action area will show minimal if any cumulative impacts
on the human environment and landscape. A notice of operations is currently active for the
proposed action site.
Cumulative impacts for each resource are summarized below. The impacts for resources affected by
the proposed operations appear to be negligible,if the proposed mining operation were to be
approved.
1. Terrestrial Wildlife and Migratory Birds: The cumulative impact of human presence and
the use of mining equipment in the action area is small in scale(2.0 acres) but still
additive to the impact of overall use in the area. No significant cumulative impacts will
occur from the proposed action.
Scientific, cultural or historical resources, including those listed in or eligible for listing in
the National Register of Historic Places:
The area has been completely inventoried, and while the APE involves a known historic
resource, the resource is not eligible for inclusion on the National Register of Historic Places,
and does not warrant additional work. The proposed action will not adversely affect historic
properties.
Threatened and endangered species and their critical habitat:
There are no threatened and endangered species or critical habitat in the location of the proposed
action.
FONSI-3
