October 15,2019 G1981-018/Deserado Mine CLW <br /> inspection. The embankments were vegetated and stale. There were no erosional features. The spillway was <br /> clear of debris. The RR-1 pond was also dry during the inspection. The embankments were stable with <br /> established vegetation. The site had no indications of erosional features. The spillways were clear. There is on <br /> pond associated with the reclaimed RP-1 refuse pile,the RP-1 Pond. The RP-1 Pond was dry at the time of the <br /> inspection. The embankments were stable and vegetated. There were no indications of erosion at the site. The <br /> trash rack over the primary spillway was clear of debris and the emergency spillway was unobstructed. The RP- <br /> 2/3Pond is located at the northeast corner of the RP-2/3/4 refuse pile. The pond consists of three cells, a main cell, <br /> an east cell and a west cell. The west cell and the main cell was dry. The east cell was holding some water in it. <br /> There was no discharge from the east cell into the main cell. The embankments of the pond had established <br /> vegetation on them. There were no indications of erosion or instability. The trash rack over the primary discharge <br /> point was clean and there were no obstructions observed in the emergency outlet. The RP-4 Pond is located at the <br /> northwest corner of the RP-2/3/4 refuse pile. The pond was dry during the inspection. The embankment was <br /> vegetated and stable. No erosional features were observed. The trash rack on the primary outlet was clear of <br /> debris and the emergency outlet was clean. The RP-5 Pond is located to the north of the RP-Sa refuse pile. The <br /> pond was dry. There were no erosional concerns identified. The embankments were stable with established <br /> vegetation. The outlets for the pond were clear. The DP-1 Pond is located at the southern end of the main <br /> facilities area at the mine portals. The pond was impounding water during the inspection. The trash rack on the <br /> discharge outlet was clear of debris and functioning. The emergency spillway was observed to be free of debris. <br /> The embankment of the pond was stable and vegetated. There were no erosional features. The PP-1 and PP-2 <br /> Ponds are located at the prep plant. Both ponds were holding water. The embankments of the ponds wee <br /> vegetated and stable. There were no erosional features identified. The outlets of the ponds were clear of debris. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 410 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> There are two active refuse piles at the mine site,the RP-2/3/4 and RP-Sa piles. The outslopes of the piles <br /> were observed to be stable with localized erosion on the outslopes of the piles. Minor riling was observed and has <br /> been documented in previous inspection reports. The rills were not observed to be impacting the stability of the <br /> refuse piles. If the rills should become the size of gullies,the Division will request the operator to regrade the <br /> outslopes of the piles. The perimeter ditches for the piles convey runoff to the refuse ponds. The ditches were in <br /> good repair and observed to be dry. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.032(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7): <br /> Access roads at the mine site were in good condition. There were no erosional concerns or areas of <br /> instability. The haul road was in good repair. The collection ditches along the road were dry at the time of the <br /> inspection. The portion of County Road 65 extending to the intersection with the haul road to the southern edge of <br /> the permit boundary had recently been repaved.
