O D Y
VIID
EOMPANY
October 18, 2019
Mr. Eric Scott
Division of Reclamation, Mining, and Safety
Colorado Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Technical Revision (DRMS Permit# M-2001-046) NIX Sand and Gravel Mine
Dear Eric:
RMCC recently entered into an agreement with Dixie Water LLC to construct a slurry wall at the NIX
property. The slurry wall will be constructed in the area of the property outside of the current mine
plan located in the NE1/4, Sec 28, T3N, R67W. This area is inside the permitted mine area but
outside the planned mine area.
Dixie Water intends to construct the slurry wall to bedrock for the purposes of developing an In-Situ
Water Storage Reservoir. In preliminary concept, Dixie water will install 6 dewatering wells at the
site and 2 water infiltration basins to allow recharge of the reservoir. Figure 2 of the attached shows
the location of the slurry wall, water infiltration basins, and dewatering wells. Overburden and Gravel
extracted from the re-charge ponds will be placed in separate locations, graded, and re-vegetated, at no
time being processed or exported as a construction material. No other infrastructure is planned at this
time.
RMCC requests approval of this Technical Revision in advance of anticipated leak-testing and other
relevant oversight by the Colorado Division of Water Resources. The company is also evaluating the
scope and schedule for gravel mining at the site. At some point in the future, RMCC intends to
submit a plan to DRMS that includes installation of slurry walls throughout the site that will allow for
"dry" mining. In the interim, construction of this slurry wall will allow RMCC's partner, Dixie
Water, to utilize to property for water storage.
Enclosed with this letter please find the following:
1.
