ARcosa
Drawings show permanent and man-made structures on the affected lands and within
200 feet of the affected lands. Table 1 in Exhibit S lists structure owners and a
description for each structure.
(h) Exhibit C-3 shows the USDA soil types present on the affected lands. The types of
vegetation are described in the original Exhibit J narrative. Vegetation types described
therein are coincident with all areas of undisturbed soil on the affected lands. Vegetation
is not present where there are active disturbances from mining and process activities.
Note that maps provided in Exhibit D present surficial geology information for the
affected lands and surrounding areas. Please see the updated Exhibit C-3 map in
Attachment 3, the original Exhibit J narrative provided with the Permit Application, and
the updated maps for Exhibit D in Attachment 3.
(i) Acknowledged.
DRMS Reference (underline)and Comment (italics)
EXHIBIT D - Mining Plan (Rule 6.4.4): The mining plan shall supply the following
information, correlated with the affected lands, maps) and timetables:
(a) description of the methods of mining to be employed in each stage of the operation as
related to any surface disturbance on affected lands;
The mining plan map will need to depict all relevant features of the existing and proposed
operations. These would include, but not be limited to: permit boundary, the locations of all
topsoil, overburden and product stockpiles, active mining areas, proposed mining areas,
processing equipment such as crushers, conveyors, processing plant, waste disposal areas, etc.
The mining plan provided states that there is consumptive use of precipitation and "seep"
water at the site for processing and dust control. Please provide proof that this use of water has
been approved by the State Engineer's Office Division of Water Resources (SEO). Does the site
currently have an SEO approved well permit and substitute water supply plan? Groundwater
exposure, approved usage, and groundwater quality monitoring issues should be addressed
under Exhibit G.
The geologic cross section referred to as Figure D-6 was not part of the submittal — please
include.
What analyses of the process waste material have been conducted to demonstrate that it is
appropriate to dispose of this material in an open pit containing exposed runoff/groundwater?
What analyses have been conducted on the water in the pit to determine if it has been adversely
impacted by the existing waste disposal practices?
Please demonstrate that the current disposal practice of end-dumping this waste material over
the edge of the pit will not adversely impact the long-term stability of the reclamation, or
negatively impact the quality of the surrounding groundwater or water exposed and remaining
in the bottom of the pit area when reclamation is completed. Water issues may also be included
in Exhibit G for simplicity.
(b) earthmoving;
(c) all water diversions and impoundments;and
