ARcosa <br /> exceed a ratio of 2H:1 V, except for areas within 5 feet above and 10 feet below the <br /> expected water line (of a pond). The revised reclamation plan requires reclaimed slopes <br /> to be no greater than 2.5 H:1 V within the quarry area, except where existing reclaimed <br /> slopes in the north portion of the quarry area exist. The slopes of the north portion of the <br /> reclaimed quarry area were observed by DRMS in a site visit on 19 September 2019. At <br /> that time, DRMS verbally indicated that the reclaimed slopes in this area were stable <br /> and additional grading or modification to these slopes may not be required. The 5H:3V <br /> slopes previously mentioned were inconsistent with the previous reclamation plan map. <br /> The previous reclamation plan for the quarry area showed slopes no greater than <br /> approximately 2.5H:IV. <br /> 2. The post-reclamation land use will be rangeland for all areas except the processing area, <br /> which will remain industrial use. Details for post-reclamation land use are described in <br /> the revised Exhibit E, provided in Attachment 7. <br /> 3. The quarry pond (a.k.a. the Hogan Pond) will be restored to provide a 10-acre pond, <br /> which was requested by the Land Owner in the lease agreement. The anticipated pond <br /> configuration is shown on revised Exhibits F-I and F-2. Surface water run-on to the <br /> quarry area will be diverted to prevent accumulation of additional water outside of what <br /> is provided for in the Land Owner's water rights. Additional details of water rights for <br /> the Owner are described in Exhibit G, which is provided in Attachment 5. <br /> 4. Based on the SEO's evaluation of the quarry area and the Hogan Pond, and the presence <br /> of the Pierre Shale formation (which has hydraulic conductivity approximately 10-7 cm/s <br /> or less), water from the current Hogan Pond and water present during reclamation will <br /> not seep or contaminate local groundwater resources; therefore, the risk of groundwater <br /> contact is negligible. Additional details describing the geology, groundwater hydrology, <br /> and the results of investigations performed on the potential for contaminant migration <br /> are provided in Exhibit D, Exhibit G, and the 2018 Technical Revision, as mentioned <br /> above. <br /> DRMS Reference (underline) and Comment(italics) <br /> EXHIBIT F - Reclamation Plan May (Rule 6.4.6): The may(s) of the proposed affected land. <br /> by all phases of the total scope of the mining operation, shall indicate the following: <br /> (a) The expected physical appearance of the area of the affected land, correlated to the <br /> proposed mining and reclamation timetables. The map must show proposed topography of the <br /> area with contour lines of sufficient detail to portray the direction and rate of slope of all <br /> reclaimed lands;and <br /> (b) Portrayal of the proposed final land use for each portion of the affected lands. <br /> Please resubmit the reclamation plan map to show reclamation for entire permit area, conform <br /> all requirements of rule 6.2, and Exhibit F as listed above. <br /> Arcosa's Response: <br /> Updated reclamation plan maps, Exhibit F-1 and Exhibit F-2, are provided in Attachment 7. <br />
