Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Yoast Mine, C 1994082, operated by Seneca Property LLC. The <br /> inspection was conducted,the images and report prepared by me, Robin Reilley of the DRMS. Kevin <br /> Copeland representative of Seneca Coal Co,was present throughout the inspection. The weather was <br /> clear with the temperature at 70 degrees F. The site exhibited well established and vigorous vegetation <br /> growth that that at this time, of year was beginning to dry and turn brown. <br /> UPCOMING PERMITTING ACTIONS: <br /> Partial Phase I, II, and III Bond Release fall 2019 <br /> OUTSTANDING MAINTENANCE ITEMS: <br /> 1. The large flume at pond 10 exhibited sediment deposition and requires cleaning. <br /> 2. The drop structure at Pond 10 has willows growing in it that should be removed. <br /> INSPECTION: <br /> GENERAL MINE PLAN COMPLIANCE: <br /> No offsite air quality issues or hydrologic impacts were observed at the time of inspection. Reclamation <br /> and vegetation appeared in good condition. Vegetation appeared well established with a diversity of <br /> species. Ponds and drainage ways appeared to be functioning adequately. <br /> ROADS Rule 4.03 Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4),4.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and(6)4.03.2(5) and(6). <br /> o Roads in and around the facilities were found to be in good repair and functioning adequately. <br /> o Some rutting existed. <br /> o No areas of standing water were noted at the time of inspection. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 6 <br />
