NEWMONT
GOLDCORP.
Please see the attached revised Misc. Unit Cost Sheet (Attachment 1). CC&V
will utilize the costs provided by DRMS for calculating seeding going
forward.
3. The revegetation unit costs did not include costs for seedbed preparation,
fertilization and mulching. Please provide unit costs for these activities if they are
included in the approved reclamation plan.
CC&V is utilizing a fertilizer cost of $236 an acre, straw mulch cost of $320
an acre, and an application cost of $500 an acre.
CC&V calculates seedbed preparation based on Caterpillar handbook
production data for a piece of scarifying equipment (dozer or grader), as
detailed in Attachment 2. Scarifying costs vary depending on the task and
topsoil conditions in each specific area.
4. The cost sheets provided with TR115 indicate unit rates and hourly production
rates were derived from 2005/2006 RSMeans sources and it appears the "Means
Number" referenced are outdated. Please update the unit costs on these tables
using the most current RSMeans unit rates and their associated reference number.
The cost provided in CC&V's June 27, 2019 submission of TR 115 are a
hybrid using 2005/2006 RSMeans productive data and 2018 labor and
equipment costs. CC&V and all of Newmont Goldcorp utilize the Standard
Reclamation Cost Estimator (SRCE) for closure cost calculations; which
does not allow for adjustments to unit costs. As discussed via phone with
DRMS on September 23, 2019, CC&V will utilize the current RSMeans
productivity costs for any closure cost estimates associated with
addendums to this TR.
Should you require further information, please do not hesitate to contact Katie Blake via
phone or email at 719.689.4048 and Katie.Blake©newmont.com, or me at 719.689.4042
and Justin.Raglin(anewmont.com.
Sincerely,
4
Justin Raglin
Senior Environmental Manager
Cripple Creek & Victor Mine
JR/kb
2
