Doug Smith of Oxbow Mining accompanied the inspection. The weather was clear and dry. <br /> The status of the Elk Creek Mine is"active"however no coal is being mined and the only activity since the last <br /> inspection was site maintenance. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Oxbow had done work to maintain ditches around the main facilities area, and had made repairs to the Elk <br /> Creek stream channel. The channel was dry at the time of the inspection. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Considerable equipment and material belonging to the Union Pacific railroad company were still on and <br /> adjacent to the railroad tracks within the mine permit boundary. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> At the time of the inspection Oxbow staff were engaged on installing new equipment at the water <br /> treatment facility,with the aim of reducing the tri-halo methane content of the treated water. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Mine ID signs were in place at the mine entrance,as well as at intersections of the mine permit boundary <br /> with the highway. <br /> DOCUMENTS RECEIVED <br /> N/A <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: I <br /> Page 2 of 4 <br />
