<br /> conditions were as described in the SL-16 application. See Figures 4 and 5. Verification of
<br /> topsoil placement is also conducted by the Division during Phase II bond release. 13 topsoil
<br /> verification holes across parcels EP058, ST002, and ST003 were dug and measured by the
<br /> DRMS inspector prior to/in preparation for this inspection. Those measurements are included in
<br /> the Division inspector's August 14, 2019 report and indicate the permittee is in compliance with
<br /> the conditions of its approved reclamation plan.
<br /> The Team's last stop was at the Gulch A Pond which has been approved by the Division as a
<br /> permanent feature in support of the PMLU. The pond was stable, well-vegetated, and no
<br /> evidence of erosion or sedimentation was noted. See Figure 6.
<br /> Conclusion
<br /> Reclamation parcels EP058, ST002, and STOW, in addition to the permanently retained East
<br /> Side Collection Ditch and Gulch A Pond evaluated for bond release during this inspection
<br /> comport with the permittee's approved reclamation plan and support the postmining land use.
<br /> Bond release as applied for under SL-16 (to exclude parcel ST001) is recommended. No
<br /> enforcement actions were taken as a result of this inspection, nor are any pending.
