COLORADO
Parks and Wildlife
Department of Natural Resources CeE'vCD
Montrose Office C
2300 S. Townsend Avenue SEP '
Montrose, CO 81401
P 970.252.6000 1 F 970.252.6053 Oas
RAND g, Tja1V
Lucas West
Division of Reclamation, Mining and Safety
1313 Sherman St., Room 215
Denver, CO 80203
September 8, 2019
Dear Mr. West,
We have received a request for a wildlife impact statement for the Horsefly Rock Source
mining operation (M2019-010). I am familiar with the area indicated within the
application.
The proposed mining area lies within elk summer range and mapped production area
along with elk winter range and winter concentration area. It also lies within a mule
deer migration area and summer range.
Within the application is states, "Mining, crushing, and screening may take place in any
part of the year but is expected to be limited to less than 7 months per year". We
recommend, to protect elk on winter range that no mining, crushing or screening take
place at this site from December 1 - April 31 annually.
Development and disturbance on ungulate winter range is a concern. Winter range is a
significantly important limiting factor for all big game species, including elk. Winter
range is a small percentage of a species overall range where forage is limited and
environmental conditions and human disturbance can cause physiological stress on the
animals. The importance of winter range habitat cannot be overstated.
Thank you for providing us an opportunity to comment. If you have any questions please
contact me, or Renzo DelPiccolo, Area Wildlife Manager, at 970-252-6000.
Sincerely,
` C 0
Kelly Crane
District Wildlife Manager - Ridgway
Dan Prenzlow,Director,Colorado Parks and Wildlife•Parks and Witdhfe Commission:Taishya Adams•Betsy Blecha•Robert W.Bray•Charles Garcia
Mane Haskett•Carrie Besnette Hauser.Marvin McDaniel,Vice-Chair•Luke B.Schafer•Eden Vardy•James Vigil,Secretary•Michelle Zimmerman,Chair
'k7
