September 10,2019 G1981-012/New Elk Mine HBR <br /> An inspection of the banks along the Middle Fork of the Purgatoire River did not indicate that the New Elk Mine <br /> has recently caused erosion, sediment loading,or other significant problems to this receiving water. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No erosion was seen on the face of the lower RDA(reclaimed portion),although it was only seen from afar. The <br /> ditch and sumps between the upper RDA and lower RDA appear to be functioning well.No problems were seen <br /> with the upper(un-reclaimed)portion of the RDA,but many piles of material still need to be spread to prevent <br /> ponding on the RDA. <br /> ROADS—Rule 4.03 <br /> Construction 4.031(3)/4.03.2(3),Drainage 4.031(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6), Reclamation 4.031(7)/4.03.2(7): <br /> No issues with roads were identified. <br /> SUPPORT FACILITIES - Rule 4.04: <br /> No problems were seen with any of the facility areas. Particular attention was paid to the following: <br /> • The hill below the water tanks <br /> • The coal storage areas <br /> • The retaining wall by the Bates Portals. <br /> OFFSITE SUPPORT FACILIITES -Rule 4.04,4.28: <br /> The former Golden Eagle pad site and the Jansen Loadout were inspected. No problems were identified. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.062; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> No issues were identified with Topsoil Stockpile#2;the ring ditch appears to be functioning well.
