Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a Division partial inspection at the Colowyo Mine conducted by Zach Trujillo of Colorado Division of <br /> Reclamation, Mining and Safety(Division). Tom Medlin of the Office of Surface Mining and Reclamation <br /> Enforcement(OSM), Tony Tennyson representing Tri-State Generation and Transmission Association(Tri-State), <br /> and Tom Fry representing Colowyo Coal Company(Colowyo) accompained the inspection. The primary focus of <br /> this inspection was for bond release as requested through Colowyo's SL-16 (combination Phase I, II and III) <br /> application. Approximately of 3 acres is being requested for Phase I located in the East Pit, 3 8.5* acres of Phase II <br /> in the East and South Taylor Pits, as well as approximatley 5 acres for permanent structures for Phase III. <br /> *Rill and gully repair work was done in the reclamation parcel ST001 (South Taylor and Section 16 Pits). This <br /> reclamation parcel totals to 44.8 acres and was originally requested for Phase II Bond Release as part of the SL-16 <br /> application. As discussed with Colowyo,the Division will not be releasing reclamation parcel STOOI and was not <br /> inspected for Phase II bond release as part of SL-16 bond release inspection. For more information on reclamation <br /> parcel ST00 I,please see the Division inspection report dated 8/14/19. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> As per Rule 3.03.2(2),the Division inspected the requested areas within the East Pit to ensure Colowyo has met <br /> the backfill and grading requirements within Colowyo's PAP. The total acreage of SL-16 being requested for <br /> Phase I bond release is 3.3 acres for the reclamation parcels located in the East Pit(EP058) and 5.2 acres of the <br /> permanent structures, East Side Collection Ditch and Gulch A Pond. <br /> Reclamation parcel EP058 was walked and two GPS points were taken along topography lines for an accurate <br /> comparison.
