therefore an "excess" annual/biennial production deduction was not used during the 2016 <br /> evaluation. <br /> The 2016 BRB-2 allowable herbaceous production exceeded 90 percent of the production <br /> performance standard, but sample adequacy was not demonstrated in either the reclaimed or the <br /> reference areas (minimum of 30 samples - see Tables CI and C4 in Attachment D). Therefore <br /> reclamation success for Phase III is demonstrated by passing a one sample t-test of the "reverse <br /> null"hypothesis(CDMG 2005 revised rule,4.15.11 (2)(c)). The 2016 BRB-2 production data were <br /> first evaluated for normality of distribution using the Shapiro-Francia test (see Table 5 and <br /> accompanying discussion on page 31 of the Vegetation report in Attachment D). This test was not <br /> passed. This is the result of one highly productive plot (Plot 926) which greatly increased the <br /> variance of the population. This plot produced more than three times the total average herbaceous <br /> production by desirable lifeforms (perennial forbs and perennial grasses). With this plot removed <br /> from the data, the average allowable herbaceous production was decreased (1,735.8 lbs/acre) and <br /> normality was achieved. To protect the interests of the State, hypothesis testing calculations went <br /> forward using the decreased mean herbaceous production. <br /> A one-sample t-test of the"reverse null"hypothesis of the assertion that the 2016 BRB-2 allowable <br /> herbaceous production is indistinguishable from the weighted average Reference Area allowable <br /> herbaceous production is as follows (transformed data are square roots of oven-dry gm/0.5sq.m. <br /> data): <br /> _ aF— (0.9 * technical standard) <br /> tGCiG <br /> (Y:4 <br /> tcalc = (1,735.8 — 672.7)/(668.1/Q34�-0.5 ) = 9.277 <br /> Since critical t= 0.853 (one-tailed, alpha= 0.2, 34-1 df) is exceeded by tear (9.277),the <br /> hypothesis of no difference is rejected and reclamation success for 2016 BRB-2 Phase III <br /> production under is demonstrated. <br /> Successful revegetation for the parameter of production was demonstrated in both 2015 and <br /> 2016. <br /> SL-7 - 16 <br />
