The <br /> inspection initiated at the Elk Ridge Mining and Reclamation, LLC office with Janet Binns of CDRMS, Frank <br /> Ferris, Cliff Chiles,Mindy Sickels, and Brian Littlejohn of ERMR, and Tony Tennyson of Tri-State Energy and <br /> Transmission. Mr. Littlejohn was present with a backhoe to dig topsoil verification holes on areas requested for <br /> Phase II bond release on irrigated pasture, and dryland pasture. Mike Morgan and Jo Ellen Turner joined the <br /> inspection during the portion involving observation of the Irrigated Cropland, Parcel IC-1,on the Morgan property <br /> requested for Phase II bond release. The weather was hot and dry. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> There are four small areas requested for Phase 1 bond release. Two areas are located south of the mine office and <br /> warehouse in T46N, R15W Section 6. These two parcels consist of a thin 0.5 acre strip located to the southwest of <br /> the warehouse area. The second parcel in this vicinity is a 1.0 acre parcel located north of topsoil stockpile L and <br /> south of topsoil stockpile C. <br /> These areas were observed for how well they match the design contours,how well they blend into the existing <br /> landscape, slope, drainage patterns, formation of erosional features, and elevation. An auxiliary antenna,known <br /> as a"Bad Elf',was used in conjunction with the"collector"GIS application on the inspector's Pixel 2 XL mobile <br /> device. The inspector collected points along the same cross-section line as presented on Map 1 of the SL22 <br /> application. The other two parcels consisted parcel of a 0.2 acre parcel and a 1.3 acre in T47N,R16W Section 36. <br /> All four parcel were small areas that blended well with the surrounding landscape. GPS data was collected with <br /> the Collector Application on the hand held device. This data will be evaluated as the Division reviews the bond <br /> release application. No drainages were established on these small areas.
