PERMIT#: M-2007-021 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: September 4,2019 <br /> OBSERVATIONS <br /> The Division of Reclamation, Mining and Safety (Division) conducted an inspection of the Bennett Pit (Permit <br /> M2007-021), a Construction Material Limited Impact 110c Operation Reclamation Permit with 9.9 permitted <br /> acres and an approved post mining land use of General Agriculture. The mine is located approximately 13 <br /> miles south-southwest of Holyoke, Colorado. Eric Scott, with the Division, inspected the site and was <br /> accompanied by permittee Mike Bennett. This inspection was carried out as a part of the Division's normal <br /> monitoring program. The site is located one half mile south of CR 58, on the west side of CR BB. The mine site <br /> identification sign was observed at the entrance to the site (photo 1). <br /> As shown on the attached map, the permit boundary was delineated by the current land use. The site lies <br /> within the wedge of two pivot agricultural fields along the western boundaries, and the county road along the <br /> eastern boundary. The Operator installed metal t-posts, topped with white PVC pipes, to delineate a <br /> maximum allowed disturbance of approximately 5.5 acres to ensure his mining contractors stay in bounds. <br /> This marked area is entirely within the permit boundary. The site was not currently being mined at the time of <br /> the inspection. <br /> The site currently consists of several smaller separate digging areas with a maximum depth of approximately <br /> 10-15 feet, as shown on the attached photos 2-6. With the exception of the steep and vertical walls of the <br /> excavated areas, the site appears to be stable and well vegetated. No issues were noted during this <br /> inspection. <br /> The property containing the permit area has been sold to Progressive Agriculture Management since Mr. <br /> Bennett obtained this permit. During this inspection, Mr. Bennett inquired as to the status of a succession of <br /> operator revision to transfer the permit from himself to the new property owner which he believed to be <br /> underway. I reviewed the permit file upon my return to the DRMS office, and at the time of this report, no <br /> succession of operator revision for this site has been submitted to the Division. As such, Mr. Bennett is still <br /> responsible for all obligations of the existing permit as issued, and will continue to be the responsible party for <br /> this permit until a succession of operator revision is approved by the Division, or the permit area is fully <br /> reclaimed and released. <br /> Inspection Contact Address <br /> Mike Bennett <br /> 39533 Co.
