Box 1488 <br /> Paonia, CO 81428 <br /> Re: Bowie No. 2 Mine,Permit C-1996-083, <br /> Review of Second Quarter 2019 Waste Bank Inspections Report <br /> Dear Mr. Bear: <br /> The Division received your Waste Bank Inspection reports for the second quarter of 2019 on July <br /> 241 2019. We reviewed this report in the context of the following rules: <br /> 1. 4.09.1(1 1)(a)—The fill was inspected for stability by a registered engineer during the <br /> placement and compaction of fill materials. <br /> 2. 4.09.1(1 1)(b)—A qualified registered engineer provided to the Division a certified report <br /> within two weeks after the inspection of the waste bank was completed (monitoring of <br /> instruments was done on June 141h). <br /> 3. 4.09.1(1 1)(c)—This rule is not applicable during this phase of construction. <br /> 4. 4.10.2—All criteria for Rule 4.10.2 were met. <br /> The second quarter report was found to be in compliance with these rules. <br /> We do have the following additional comment. The seep north of Gob Pile#3 needs to be <br /> watched closely for impacts on this pile.
