Kurt Blunt
Page 2 of
001
of how this relates to requirements in their permit with the Colorado water
Quality Control Division or to other water quality requirements.
. on Page 3, in the third paragraph, the following sentence requires more
explanation: "Based on experience with other sediment ponds at the base of refuse
piles, lied wash Reservoir will likely remain dry.' This sentence is unclear to the
Division for two reasons. First, will Iced wash be at the base of a refuse pile?
Second, are you Mating that refuse piles at Deserado produce less runoff than
typical rangeland?
. Page 7 is not clear. It appears that the polygons represent different soil units, but
the numbers for each type are not readable, Please provide a clearer version of
this map.
. Illustration 59 indicates that the l o-year discharge from the RP-A pond is 22.59
cfs, but in Illustration 60 the inflow to Fled wash Reservoir#2 is only 6.59 cfs
to-year event). Is it your assumption that the flow from the upper pond (below
the RP-A) will infiltrate between the two ponds?
. On Map 163, the Rip Rap Chart indicates a Spillway Slope with a slope of %.
Please show this location on the plan view.
Mule 4.1 .4—Coal Mine Waste Bark Construction ReQuirements
10. Deserado Mine'Mine's proposed refuse pile RP-A did not provide information on how
the subrde or foundation of RP-A will be developed prior to the placement of
refuse. Please provide additional information regarding the subarade or
foundation de elopmcnt to 1 P-A prior-to refuse placement.
11. In SIB Engineering & Testing, LLC's Deport, they discuss the potential of increased pore
water pressures within the refuse pile with the burial of saturated refuse. An increase in
pore water-pressure could impact the stability of the refuse pile. Given this concern, HB
suggested the potential of including wire piezometers in the refuse pile to monitor pore
pressure as an option. However, given the site's environment and characteristics, the
requirement of pie ometers doesn't seem necessary under the assumption that refuse is
allowed to properly dry before being spread, compacted and burled. Please provide
information and discussion on how BME plans to allow refuse to reach an optimal stag
prior to burial to insure stability of*IMP-A.
This concludes the Division's preliminary adequacy review for the Iesrdo Tune's
Technical Revision No. 72 Application.
