Denver Field Branch <br /> Bond Release Evaluation Report <br /> Permittee: Moffat County Mining, LLC <br /> Mine: Williams Fork Mine <br /> Permit No: C-1981-044 <br /> Date of Inspection: June 25, 2019 <br /> Inspection Type: Partial Phase I, Phase II, and Phase III bond release <br /> Weather: Sunny and warm, dry ground conditions <br /> Operator Representative(s): Miranda Kawcak, Graham Roberts (Trapper Mining, Inc) <br /> State Official(s): Robin Reilley <br /> BLM Official(s): Jennifer Maiolo <br /> OSMRE Official(s): Tom Medlin (#562) <br /> Background <br /> This was a partial bond release inspection at the Williams Fork Mine in Moffat County, <br /> Colorado. Moffat County Mining, LLC (MCM)proposes Phase I, II, and III bond release on <br /> approximately 305 acres of reclamation in the Williams Fork Strip Pit and Utah Tract where it <br /> indicates all mining activities, to include backfill, regrading, drainage control, and revegetation <br /> have been completed in accordance with the terms of its approved reclamation plan and in <br /> support of the livestock grazing and wildlife habitat postmining land use (PMLU). 32.7 acres <br /> were disturbed prior to enactment of the Surface Mining Control and Reclamation Act of 1977 <br /> (SMCRA). These lands were reclaimed according to the Colorado Open Cut Land Reclamation <br /> Act of 1969 and Colorado Open Cut Mining Land Reclamation Act of 1973. This report <br /> discusses the remaining 273 acres which fall under the jurisdiction of the Colorado coal <br /> regulatory program as approved pursuant to SMCRA. <br /> The lands proposed for Phase I, II, and III bond release lie within the County of Moffat, State of <br /> Colorado, Township 6 North, Range 91 West of the 6th PM: <br /> • Section 30: Portions of NWNE, NENW, and NENE <br /> • Section 31: Portions of NESW,NWSE, NESE, SESW, SWSE, and SESE <br /> and <br /> Township 5 North, Range 91 West of the 6th PM: <br /> • Section 5: Portions of NENE, SENE, and SESE <br /> • Section 4: Portions of NW 1/4, NWSW, and NESW <br /> The Colorado Division of Reclamation, Mining and Safety(DRMS) found MCM's SL-4 bond <br /> release application administratively complete on February 5, 2019. Notification of the proposed <br /> bond release was posted in the Craig Press for four consecutive weeks, beginning December 28, <br /> 2018 and ending January 18, 2019. The parcels proposed for release were reclaimed between <br /> 1977 and 1995. Vegetation sampling in support of Phase III bond release was conducted in 2014 <br /> and 2015, the results of which indicate standards for cover, herbaceous production, species <br /> diversity, and woody stem density were all met or exceeded. MCM currently posts a corporate <br /> surety bond in the amount of$4,621,000 which covers the entire mine site including the above <br /> 1IPage <br />
