Colorado Division of Reclamation, Mining and Safety <br /> To: Leigh Simmons <br /> From:Zach Trujillo <br /> CC: Jason Musick <br /> Date: August 22, 2019 <br /> Re: West Elk Mine Waste Bank Review <br /> As requested, I have reviewed Mountain Coal Company's West Elk Mine 2019 2°d <br /> Quarter Waste Bank Inspection Report in compliance with the following Rules: <br /> 1. 4.09.1(1 1)(a)—The fill was inspected for stability by a registered engineer during <br /> the placement and compaction of fill materials. <br /> 2. 4.09.1(1 1)(b)—The qualified registered engineer provided to the Division a <br /> certified report however, not within two weeks after the inspection of the waste <br /> bank was completed. The RPE and RPE East were inspected on June 20 and 28 <br /> and the report was submitted July 16, 2019. No repairs were conducted and was <br /> noted that maintenance occurs on an as-needed-basis. <br /> 3. 4.09.1(1 1)(c)—This rule is not applicable during this phase of construction. <br /> 4. 4.10.2—All criteria for Rule 4.10.2 were met. <br /> As noted earlier, the RPE and the RPEE were inspected twice. Refuse was placed in 24" <br /> lifts on the RPEE and associated compaction results were included with this report for <br /> both inspections. A total of 3 compaction tests were taken along the length of RPEE for <br /> both inspections all resulting in 98% or greater relative compaction.
