The inspection was
completed by Clayton Wein of the Division of Reclamation, Mining and Safety(the Division). Tonya Hammond
of Snowcap Coal Company, Inc (SCC)was present for the inspection. The weather was clear with a temperature
of 88 degrees F. The ground conditions were dry.
During the inspection Tonya Hammond and myself met in the morning of August 7, 2019 with Shannon Ehlers of
the Colorado Department of Transportation(CDOT) and Rodger Pihl of Golder Associates(CDOT contractor).
CDOT had notified the Division that they had encountered what had appeared to be an old mine shaft during their
work adjacent to I-70 near the North Decline (Photo 1 a and Photo I b). The Division recorded the location of a
burried stucture consisting of I-beams and wood with a GPS. The shaft was thought to belong to the Roadside
Mine. Site conditions were documented and reserch at SCC's office that afternoon confirmed the shaft was the
Northwest Intake Portal. The Discharge outfall 002 is located several feet down-slope of the intake portal. Outfall
002 was observed to be buried by material excavated by the CDOT activities. The Northwest Intake was Phase III
released with the SL-08 Bond Release. The Division determineed that CDOT should coordinate with SCC while
continuing work at the site. The portal seal was behind several feet of fill material and thought to be intact.
Number of Partial Inspection this Fiscal Year: I
Number of Complete Inspections this Fiscal Year: 1
Page 2 of 12
