PERMIT#: M-2011-006 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:August 7,2019 <br /> OBSERVATIONS <br /> The Division of Reclamation, Mining and Safety(Division/DRMS)conducted an inspection of the Deterding Pit(Permit <br /> M2011-006), a 56.7 acre 112c Reclamation Permit Operated by Yuma County. The site is located approximately 6 miles <br /> west-northwest of Wray, Colorado and one half mile west of County Road CC on the south side of State Highway 34. The <br /> approved post mining land use is Rangeland. Eric Scott, of DRMS, inspected the site and Don Marr represented the <br /> Operator and accompanied the inspection. This inspection was carried out as a part of the Division's normal monitoring <br /> program. <br /> The permit identification signs were in compliance with Rule 3.1.12(1)(photo 1). The permit boundary was delineated by <br /> t-posts. The site was not currently being mined at the time of the inspection,but there was evidence of recent mining <br /> activity. Mining has concluded on the eastern side, so active mining operations were occurring just west of the drainage. <br /> The county intends to advance the mine to the west once material is depleted in the active area. Topsoil had been stripped <br /> and piled along the northern permit boundary as well as a small amount along the western half of the northern boundary. <br /> Two problems were observed during this inspection. The most pressing issue is the presence on-site of stained soils due <br /> to leaks from heavy equipment. Although no equipment was present on site during the inspection, stained soils were <br /> noted in several locations in the area immediately north of the material stockpile(photos 4 and 5). This has been cited as <br /> problem#1 requiring the Operator to remove the stained soils, document the process and provide evidence of proper <br /> removal and disposal of stained soils from the site. <br /> The second issue is the current condition of the material stockpile located in the active area of the permit. Material has <br /> been removed from this pile in such a way as to leave a vertical slope approx. 20-30 feet high. This is an unstable <br /> configuration and could pose a safety hazard to equipment operators and on-site personnel if one of the vertical walls were <br /> to collapse. The material stockpile should be regraded to a more stable and safe configuration as soon as practically <br /> possible. <br /> This concludes the Division's Inspection Report; a subset of photographs taken during the time of the inspection are <br /> included below. A report prepared by the Operator detailing recent activity at the site was provided to DRMS at the time <br /> of the inspection.
