August 6, 2019 G1981-012/New Elk Mine RDZ <br /> ponds during the inspection: from Ponds 08 and 007A to Pond 006A, and from Pond 006A to Pond 004A.No <br /> significant issues were seen with the embankments or spillways of any ponds, and the liner at Pond OOlA appears <br /> intact. <br /> No problems with the SAE east of DWDA#2 were identified. <br /> No problems were seen with ditches or culverts. Culvert C 13, in particular, appeared to be functioning. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No erosion was seen on the reclaimed portion of the RDA. The ditches above and beside the reclaimed area are in <br /> good shape. <br /> No puddles or other problems were seen with the upper portion of the RDA(the portion that still requires <br /> reclamation). <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7): <br /> The road to the RDA and the road beside the conveyor were in need of maintenance to repair rills. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> Large amounts of cheat grass were seen at the Jansen Loadout. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> No problems were seen with any facility areas. In particular: <br /> *The hill below the water tanks was observed, and no erosion or other problems were seen. <br /> *The berm along the raw coal storage area is functioning to protect the river. <br /> *The retaining wall and silos by the Bates Portals appear to be in good condition. <br /> *No leaks or other problems were seen at any of the equipment storage areas. <br /> *No issues were seen near the facilities around the Allen Mine rail slope, including the fan. <br /> There is a large volume of sediment from ponds at the Clean Coal Storage area. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 14 <br />
