behavior during activities to prevent and limit risk of violating the Migratory Bird Treaty Act. Best
Management Practices can be applied to limit conflict during active construction activities.
2Dot recommends avoiding prairie dog management within Suitable Habitat between 3/15 and
10/31. If prairie dog management is necessary during construction activities, 2Dot recommends the
following black-tailed prairie dog management strategies:
1. Relocation permit: Permits through CPW are available to capture, transport, and relocate
black-tailed prairie dogs to an approved location designated by FWS and CPW officials.
2. Passive displacement trapping: 2Dot will install one-way trap doors inside all black-tailed
prairie dog burrows within the proposed Project Area after BUOW have fledged the active
burrows on or after 11/1/2018. This will discourage and prevent black-tailed prairie dogs
from using, maintaining, and expanding suitable habitat for BUOWs.
3. Artificial Burrowing Owl habitat and passive displacement trapping: 2Dot will install one-
way trap doors inside all black-tailed prairie dog burrows once BUOW are confirmed to have
fledged the active burrows on or after 11/1/2018. 2Dot will build artificial burrows (for the
2019 nesting season) that are placed outside the development area (determined by Black
Mountain) and would likely benefit BUOW nesting. This will encourage BUOWs to seek
suitable habitat outside of the Project Area in 2019.
References
Colorado Parks and Wildlife. 2008.
