two dot <br /> August 2, 2018 <br /> Brittany Schamuan <br /> Black Mountain Sand DJ, LLC <br /> 500 Main Street, Suite 1200 <br /> Fort Worth, TX 76102 <br /> Subject: Black Mountain Sand DJ LLC— Burrowing Owl Survey Summary <br /> Dear Ms. Schamuan, <br /> Two Dot Consulting, LLC (2Dot) has prepared this survey summary (report) for Western Burrowing <br /> Owl (Athene cunicularia hypugaea)surveys conducted at the request of Black Mountain Sand DJ, LLC <br /> (Black Mountain). 2Dot conducted an initial desktop analysis prior to surveys to assess potential <br /> Western Burrowing Owl (BUOW) habitat and identify survey locations likely to support nesting BUOW <br /> within the Black Mountain project area (Project Area). <br /> The Western Burrowing Owl is federally protected by the Migratory Bird Treaty Act and is listed by <br /> the USFWS as a National Bird of Conservation Concern (U.S. Fish and Wildlife Service 2002). BUOWs <br /> are listed as a Bird of Conservation Concern by USFWS Region 6 (Mountain-Prairie Region) and as <br /> threatened by the State of Colorado. <br /> Colorado Parks and Wildlife (CPW) recommends BUOW surveys when suitable habitat is likely to be <br /> impacted from proposed development. 2Dot verified the extent of suitable habitat during a site visit <br /> on 7/9/2018. BUOW surveys were initiated in suitable habitat on 7/9/2018, 7/10/2018, 7/16/2018, <br /> and 7/23/2018 to assess presence/absence of BUOW, occupied habitat, and signs of use. <br /> Project Location and Site Conditions <br /> The Project is located between the towns of Roggen and Wiggins in Weld County, Colorado <br /> (Attachment 1: Figure 1). The Project Area is approximately 8,742 acres and is located in Section 2- <br /> 4, 9-11, 16-19, and 30 in Township 3N, Range 61W &Sections 11-14, 23-26, and 35 in Township 3N, <br /> Range 62W. The Project Area is located adjacent to U.S. Highway 76 and intersects Weld County road <br /> (WCR) 91. There is existing oil and gas equipment and active agricultural operations located within <br /> the Project Area.
