Mining will begin in the southeast corner of the proposed Pit 1 area and progress in stages with <br /> excess overburden used to reclaim the previous stage. Gravel will be processed on-site and <br /> delivered to the scales in the southwest corner of the permit area via the proposed haul road. <br /> This haul road will utilize the existing 33 Road Drain access roadway running along the south <br /> end of the permit area. It is currently maintained by Grand Valley Drainage District but will be <br /> improved by United Companies, as necessary, in accordance with safety requirements and dust <br /> control standards. Also,M.A. Concrete Construction currently uses the western portion of the <br /> access for their truck traffic to and from their 321/Z Road Pit, located immediately south of the <br /> Otter Creek Pit, as shown on Maps C-1 and C-2. <br /> A sediment collection pond will be located in the southeast portion of Pit 1 where mining <br /> activities begin. Collection ditches will exist along the east,north and south sides of the <br /> excavation to direct all runoff into the sediment pond. As the excavation deepens, the sediment <br /> pond and the ditches will be lowered accordingly. At no time will runoff be allowed to go offsite <br /> without having entered the sediment control system. As the berm is built, hay bales will be <br /> placed along the outside toe of the berm to provide alternate sediment control there, since these <br /> slopes will not drain to the sediment pond system.Also,the berm will be seeded with an <br /> immediate cover crop of oats, at a rate of 80 lbs per acre. Since this location is extremely dry,the <br /> cover crop of oats will provide stability for the soil, the roots will lessen erosion and there will <br /> also be nitrogen fixing from the oats,thus improving the soil. Within 12 months,the berm will <br /> be seeded with the dry range permanent seed mix, as described in Exhibit E. <br /> As mining continues beyond the initial 10.8 acres, it will expand outward,generally to the north <br /> and west,with collection (dewatering)trenches funneling groundwater back to a sump. From <br /> this sump,water(groundwater and collected runoff)will be allowed to gravity flow to the <br /> sediment pond. If groundwater inflows into mined areas 1 and 2 requiring a large dewatering <br /> operation,then a new sump may be located along the eastern edge. Discharge from the pond <br /> will be through a pump that pumps the water to a recently installed(2012) 8"diameter plastic <br /> pipe to the 33 Road Drain, a large open-channel tailwater drain that collects surface runoff and <br /> irrigation tailwater from a large upstream basin. Approximately 1/4 mile south of the proposed <br /> Otter Creek site, the 33 Road Drain empties into the Colorado River. The sediment pond will <br /> Otter Creek Pit December 12 D-3 <br />
