This SWSP will continue to replace lagged
depletions from the previous mining. Well permit no. 78127-F, issued for the site, will remain valid until
all lagged depletions from previous mining are replaced. At the time it is determined that all lagged
depletions from previous mining have been replaced, the Applicant must request in writing to the State
Engineer's Office that permit no. 78127-F be canceled.
***Firestone Pit's projected operations are not currently permitted by the existing permit.
**** The DRMS permitted boundary for the Fort Lupton Sand and Gravel Pit (Ml999-120) was amended to
incorporate the Lupton Meadows Pit DRMS M-2002-104 previously included in this SWSP. Projected
operations at Fort Lupton Sand and Gravel Pit are not currently permitted by the existing permit.
****Star Water Resources (formerly Feit Pit) will be referred to in this plan as the Star Water Resources
Pit.
TABLE B - GRAVEL PIT LOCATION
Site Name Location Stream Reach
Carbon Valley Pit Sections 6, T2N, R67W Saint Vrain Creek
Rinn Valley Pit Sections 10, T2N, R68W Saint Vrain Creek
Firestone Pit Section 32, T3N, R67W Saint Vrain Creek
Fort Lupton Sand and Section 25, 2N, 67W and Section 30, South Platte River
Gravel Pit T2N, R66W
Star Water Resources Section 26, T6N, R66W Cache La Poudre
Mining at the Rinn Valley site has been completed and the liner for the Rinn Valley Phase 1C
Reservoir (WDID 0504019), Rinn Valley Phase 2 Reservoir (WDID 0504074), and Rinn Valley Phase 3
Reservoir (WDID 0504005) were approved by the State Engineer's Office on June 26, 2017, September
12, 2017, and December 20, 2010 respectively. The site was approved for full release from DRMS,
however this SWSP will continue to replace lagged depletions from previous mining until there is no
longer an effect on the stream.
The liner of the Everist's Star Water Resource Reservoir (WDID 0303325) was approved by the
State Engineer's Office on December 16, 2014 (amended March 6, 2015). A water storage right for
Everist's Star Water Resource Reservoir was decreed by the Division 1 Water Court in case no.
2013CW3168. Two other cells within the former Lupton Meadow Pit site (DRMS M2002-104) identified as
Everist Reservoir No. 1 (WDID 0203046) and Meadow West Reservoir (WDID 0203932) were lined and have
storage rights decreed in case no. 2013CW3080. The acreage associated with these two reservoirs has
been released from the permitted mining area of the Fort Lupton Sand and Gravel Pit. Additionally two
other lined cells identified as the Swingle-North (WDID 0203931) and Parker-Panowitz (WDID 0203356)
located on the northern side of the Fort Lupton Sand and Gravel Pit have storage rights decreed in case
no. 2002CW330. The Swingle North Reservoir's slurry wall liner was approved by our office on March 27,
2013 as a provisional liner. By the liner approval letter, the Division of Water Resources ("DWR") will
recognize the liner for the remainder of mining operations, however prior to its use as a water storage
reservoir, the operator must perform a final leak test once mining is complete and the site is at final grade.
The Parker-Panowitz Reservoir's slurry wall liner was approved by our office on February 4, 2014.
