TMI is requesting Phase I bond release on 175.3 acres in the following parcels as shown in Table I below:
Table I: SL18 Phase I Bond Release Parcels and Associated Acreage
Parcel Area (acres) Parcel Area Parcel Area
AB09 0.3 FA 16 3.7 ZA 15 26.9
AB 14 2.7 KA16 32.9 ZA16 88.4
AB 16 18.4 ZA 14 2.0
Parcels were combined forming one bond release block designated "A, F, K and Z 2009-2016".
Land and Coal Ownership
The ownership of the land for which bond release has been requested is state and private, and the coal ownership
was federal and state.
Summary of Current Activities at Trapper Mine
Trapper Mine is an active mine with two pits where TMI actively mines coal and includes pits approved to
receive flyash(the Ash Pit and the D/E Pit). Reclamation at the Trapper Mine continues as the mining of pits
progresses eastward. On active mine areas, backfilling and grading, topsoil redistribution, and seeding occurs
contemporaneously.
I. SUMMARY OF THE BOND RELEASE PROCESS
History of Previous Bond Release Submittals
The Division approved a full release of reclamation liability for the Craig Generation Plant Loadout in
December 1985. That approval was for release of reclamation liability only. No money was returned; that is,
there was no reduction in the amount of actual bond monies held by the Division.
Other bond release submittals(SL-0 I through SL-18)are summarized in Table II,including a history of liability
reductions requested by TMI. None of the prior bond releases resulted in an immediate change in the amount
of actual bond monies held by the Division, but did lead to changes in monies held during subsequent actions
such as permit renewals.
Permit Number C 1981010 Prepared by: R.Reilley,MS,LISP
SL 18 Page 3 of 22
