ATTACHMENTS TO TECHNICAL REVISION FOR M2011-014 SCHMIDT SITE <br /> ATTACHMENT Al INTRODUCTION <br /> Reference:Consent Order and Instructions from Division. <br /> This attachment provides additional and more detailed information on the actions taken and proposed <br /> to ensure compliance with regulations and to clarify the original application.The primary difference <br /> between this and previous information is related to realigning the driveway from near the east property <br /> line to near the center of the parcel. This permits slopes of 2:1 or flatter for both excavated and filled <br /> slopes. <br /> 1. Rock and tire walls are limited to rock walls preexisting the original reclamation permit(left in <br /> place)and similar new walls of 4-6 feet height.These are, dry-laid with larger stones (boulders) <br /> from on-site, and tire bales used to buttress the toe of the 2:1 or flatter slopes to allow for more <br /> stable and flatter slopes,while improving drainage and access. Upper slopes will be vegetated. <br /> Tire bales will not be stacked higher than 2 bales(5 feet),and will be located at least 25 feet <br /> from parcel/permit boundaries.See Attachment A2. <br /> 2. The realigned driveway is shown in the Reclamation Plan Map in Attachment A3.The entry road <br /> uses the existing 25-foot, 12-inch culvert as approved by the County before the application for <br /> the reclamation permit was submitted. A portion of the original driveway to the east of the <br /> entrance will be left as a location for turning around and parking vehicles.The driveway will be <br /> rebuilt to go down the center of the parcel/permit area, a maximum of 25 feet in width. <br /> 3. Storm water control measures(best management practices) have been adjusted to reflect the <br /> road relocation.A key feature is a slight crest in the road to prevent discharge and associated <br /> erosion to the north along the new roadway.These are shown in Attachment A3. <br /> 4. Additional areas to be affected due to the new road alignment and backfill of previously <br /> affected areas to a 2:1 or flatter slope will be prepared and seeded in the same manner as past <br /> seeding, as described in the original application and other documentation. <br /> 5. Information on retaining walls greater than 6-8 feet high (stone)or 5 feet high (tire bales) is no <br /> long germane to the reclamation as now proposed. Retaining walls will be used in selected <br /> areas (approximate locations are shown in Attachment A3 maps)for landscaping and as part of <br /> storm water control and erosion prevention,while keeping slopes of bare soil(whether cut or <br /> fill slopes)at 2:1 or flatter. Where possible, rock retaining walls built prior to the 2011 <br /> reclamation permit application will remain, undisturbed. The walls are NOT essential for <br /> reclamation but are for the purpose of providing more useful space and esthetics. <br /> 6. The realignment of the access road,together with backfill of the current highwall on the east <br /> edge of the property for approximately 120 feet south from River Run Drive is necessary as the <br /> County does not allow the retaining wall to be built within 25 feet of the property boundary <br /> without consent of the adjacent landowner,who has refused to give such.Approximately half of <br /> this will be filled by placing on-site material in the current cut with a final slope of about 3:1 or <br /> flatter, between the sides of the existing roadcut.This will be done after removing the rock <br /> retaining wall along with west edge of the present road.The southern portion of about 60 feet <br /> will be sloped at 2:1 from the current top of the highwall to the flat floor. <br /> 7. As submitted previously, requests for indemnity agreements were given to both the neighbor to <br /> the east(the neighbors to the north,west and south have no significant manmade structures) <br /> Attachments Page 1 <br />
