RULE 2 - PERMITS
forbs encountered in this vegetation type include devil's shoestrings (Polygonum aviculare) and
• common dandelion (Taraxacuin offa`cinale). Native annual and biennial forbs are represented by
Douglas knotweed (Polygonum douglasii).
Mixed Conifer - The mixed conifer vegetation type was confined to a single stand on a steep
north -facing slope, in a narrow canyon area within the baseline vegetation study area just south
of the Seneca II Permit Boundary. This vegetation type is dominated by a mix of conifer trees
including sub -alpine fir (Abies bifolia) and Douglas -fir (Pseudotsuga menziesii). The understory
is comprised of Rocky Mountain maple, Saskatoon serviceberry, pearly everlasting (Anaphalis
margaritacea), sugarbowls (Coriflora hirsutissima), Engelmann aster (Eucephalus
engelmannii), common juniper (Juniperus communis ssp. alpina), Oregon hollygrape (Mahonia
repens), Agassiz bluegrass, muttongrass (Poa fendleriana), fowl bluegrass, wartberry fairybells
(Prosartes trachycarpa), and thimbleberry (Rubacer parviflorum).
Vegetation Cover in the Disturbed Area
Map 2.04.10-M2, Vegetation - Surface Disturbance Area, illustrates the location of the sagebrush
grassland, mountain brush, reclaimed mined land, mesic drainage/wetlands, road/facilities, and
water cover types in the PSCM disturbance area incidental to underground mining activities. ESCO
had identified approximately 5.4 acres of the mesic drainage/wetlands cover type within this PSCM
surface disturbance area. The majority of the mesic drainage/wetlands cover type within this
disturbance area is associated with wetlands that established in reclaimed areas in the central
portion of this proposed disturbance area. The remaining smaller portions of this cover type are
present in the northern end existing shop facilities and in the southern end of the proposed PSCM
is disturbance area that were artificially created due to water flowing from the Pecoco Pond and
proximity to culvert crossingsibackwater. The water supply from Pecoco Pond that resulted in a
moist variation of the sagebrush grassland cover type will be routed into the mine's water control
treatment facilities at Pond 002. It is anticipated that these areas will again resemble the majority of
the sagebrush grassland cover type as more xeric conditions return. There is only a small portion of
the 5.4 acres of the mesic drainage/wetlands type that is a moist variation of the sagebrush grassland
cover type. The wetlands shown on Map 2.04.10-M2 were delineated in the fall of 2009 as per
Army Corps of Engineers guidance and procedures (see Exhibit 2.04.10-E2).
Other cover types affected by the proposed underground mine operations include those associated
with Seneca II road and facility disturbances and water. These cover types have been reclassified as
non -vegetation cover. Table 2.04.10-T2 provides a summary of acreage and percent cover of the
cover types within the proposed disturbance area incidental to underground mining operations.
Table 2.04.10-T3 presents the three major vegetation types established within the PCSM
disturbance area that underwent quantitative sampling for cover and production, along with
associated sampling parameters. As previously indicated, the Mined and Reclaimed Type includes
portions of the Seneca II Mine BRB 2 and BRB 3.
Quantitative cover and production data were also collected in the two existing vegetation reference
area vegetation types associated with the Seneca II Mine. Table 2.04.10-T4 presents the sampling
parameters associated with the reference area samplings.
PSCM Permit App. 2.04-140 Revision 03/05/10
