Roadwork on 22 1/2 Road made before and after mining by Martinez Western <br /> Constructors resulted in an incomplete road (about 85 feet) that looks like a private <br /> driveway rather than a public road. Permits to work on the public road were not <br /> obtained as required from both the City of Grand Junction and Mesa County.This <br /> resulted in no oversight of the work to assure adequacy including storm water <br /> drainage from the new road surface.
