NEWMONT
GOLDCORR
reclamation. Please provide a written commitment to terminate the test cell and
begin reclamation within two years of DRMS approval of TR-113.
As discussed with DRMS representatives, CC&V commits to
discontinue use of the study cell two years from the approval date of
this TR. At that time, all ore will be removed from the study cell and
placed in the location on Valley Leach Facility (VLF) 1 location
detailed in Figure 5 in CC&V's Preliminary Adequacy Review
Response. The ore will be loaded into and relocated by a haul truck.
The study cell liner will be closed as described in CC&V's response
to DRMS Comment 7, below. If CC&V identifies the need to continue
use of the study cell beyond two years of the approval date, a
subsequent TR will be submitted to DRMS for approval.
7) Financial Warranty: The response is not adequate. The response requires
clarification as to where the liner will be disposed versus where the ore will be
moved to. Please be aware the DRMS is concerned with the large amounts of
liner being disposed of on the VLF interfering with the effectiveness of rinsing the
VLF has currently approved in the reclamation plan. As such, we will not allow
the test cell liner to be disposed of or buried on the VLF. We require haul
distances for both liner disposal and ore relocation.
The ore from the study cell will be removed as described in CC&V's
response to DRMS comment 6, above. The liner will be removed from
the VLF facility in a manner consistent with DRMS Hard Rock Rules
and Federal Waste Regulations prior to closure of the VLF 1.
8) Figure 2: The response is not adequate. The response indicates the volume of
the berm surrounding the test cell is not included in the test cell ore volume
discussed in Comment #7. Please provide specific reclamation plans for the test
cell berm, including volume and haul or push distances.
The total weight of the cell berm, which is outside of the lined study
cell, is approximately 2,000 tons. When the study cell is reclaimed,
the berm material will be incorporated into the rest of the overall VLF
and sloped in accordance with the 2.5:1 reclamation slope.
Additional Comment
9) Memo EG19-08: The third bullet under Section 1.0 Test Cell Layout states: "...in
the case of failure, everything would be contained within the confines of VLF-1 as
