Coal was <br /> being excavated and hauled. Two draglines were operating casting spoil, one dragline was idle. <br /> Activities in the pit were observed. <br /> Overburden and topsoil placement appear to be progressing adequately and as permitted. Reclamation <br /> appeared to be progressing as per the permit. No offsite air quality issues were observed at the time of <br /> inspection. Roads were being watered in the morning as well as the afternoon. No offsite hydrologic <br /> impacts were noted at the time of inspection. <br /> Roads were being watered. Some ponds were discharging a small amount of water resulting from <br /> continuing snowmelt, saturated ground conditions and recent light precipitation events. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3) 14.03.2(3); Drainage 4.03.1(4) 14.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and (6) 14.03.2(5) and (6), Reclamation 4.03.1(7) 14.03.2(7) <br /> o Haul roads and access roads appeared in good repair, well maintained and free of ruts. <br /> o Ditches along the main haul road were being cleaned and reestablished. <br /> o The main haul road was being graded and watered at the time of inspection. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge <br /> Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Drainage-Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> o The pond systems visited or observed from a distance comprised: Johnson, Pyeatt, Flume, <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br />
