ARR-6 rl
ft. amsl; and, mining occurring in the higher(4,910 ft.)elevation zone would extend to a depth
of approximately 30 ft. in order to terminate at a pit floor elevation of 4,880 ft. amsl. Thus, the
range of 25 ft. to 30 ft. in order to establish the as-depicted pit floor.
However, the combined effects of CSC's proposed mining method (employing hydraulic
excavators and/or front end loaders), and the nature of the material (sand), do not comport to
rigid or prescriptive elevational control during the period of active mining, thus CSC plans to
adhere to a final pit floor(average)elevation objective of 4,880 ft.(+/-2 ft.)for the"base case"
life-of-mine,across the entirety of the pit,at conclusion of production(and as per the proposed
Mining Plan and Reclamation Plan,respectively).
CSC acknowledges that any planned sub-excavation below that prescribed final pit floor
elevation (average) of 4,880 ft. (+/- 2 ft.) would require, in advance, a Technical Revision to
the permit;and,CSC therefore commits to submitting and receiving approval from the Division
for any such Technical Revision prior to any deepening of the pit excavation).
Irrespective of the foregoing response, CSC has also provided (Attachment A) a revised
Exhibit C: Mining Plan, reflective of the above-discussed incremental detail.
6.3.4 Exhibit D—Reclamation Plan
5) On page D-9 in response to Rule 6.3.4(2), the Applicant states CSC will monitor and mitigate
invasive weed species. The Applicant shall provide a weed control and management plan in
accordance with Rule 3.1.10(6). The plan should be developed in consultation with the county
extension agency, or weed control district office and include potential noxious weed species,
specific control measures to be applied, a schedule for when control measures will be applied
and a post-treatment monitoring plan.
CSC Response:
CSC acknowledges the need for a weed control and management plan in accordance with Rule
3.1.10(6). Please see (Attachment B) the attached Weed Control and Management Plan —
Keenesburg Project — Weld County, Colorado which was developed in consultation with Weld
County and includes potential noxious weed species, specific control measures to be applied and a
schedule for when control measures will be applied as well as a post-treatment monitoring plan.
6) The Division has reviewed and verified the reclamation cost estimate provided by the Applicant.
The Division will accept the Applicant's estimate of$291,546.90.
Please submit the following warranty forms to allow the Division to issue the Keenesburg Project
reclamation permit following application approval. Affidavit of Authority, the appropriate
financial warranty form, and a performance warranty form.
