2019 Wetland Delineation Report <br /> Tucson South Sand and Gravel Mine—Brighton, Colorado <br /> 1 . Introduction <br /> Aggregate Industries (Al) is proposing to mine sand and gravel at the Tucson South Mine Project <br /> (Project) in Adams County, Colorado. On behalf of Al, Tetra Tech conducted a field survey on <br /> July 6 and 7, 2017 to characterize the site wildlife and vegetation, as well as to identify and <br /> delineate wetlands and other waters of the U.S. (WOTUS) to determine the need for permitting <br /> under Section 404 of the Clean Water Act. This report is prepared in support of potential permitting <br /> under a Section 404 of the Clean Water Act for the Project. <br /> 1.1 Project Description and Location <br /> The Project is located west of Brighton, CO at the intersection of Tucson Street and Colorado <br /> Highway 7 in Sections 1 and 12 of Township 1 South, Range 67 West. The Project area has <br /> multiple parts divided by roads and parcel boundaries (Figure 1). The total Project area is <br /> approximately 258 acres. The Project will extract material and permanently leave two reservoirs <br /> and areas of uplands. The Project will include the construction of temporary construction access <br /> roads, gravel mining areas, and equipment storage areas. The Project is currently in the design <br /> phase and the final location of these features have not yet been defined. Therefore, for planning <br /> purposes, all of the Project area was evaluated for the presence of biological resources. <br /> The Project is expected to go through a review process by the U.S. Army Corps of Engineers <br /> (USACE); U.S. Fish and Wildlife Service (USFWS); Colorado Department of Public Health and <br /> Environment; Colorado Office of Archaeology and Historic Preservation; Colorado Department <br /> of Transportation; Colorado Parks and Wildlife; Colorado Division of Mining and Reclamation <br /> Safety, and Adams County. Construction of the Project would begin after issuance of all <br /> necessary permits, which is currently anticipated as summer 2018. The Project would be <br /> developed over time and would operate indefinitely after the City of Aurora takes control of the <br /> site and operates the two reservoirs. <br /> 1.2 Ecoregional Setting <br /> The Project is completely situated in the High Plains Level III Ecoregion. The High Plains <br /> Ecoregion includes four Level IV ecoregions. The Project ROW lies within the Flat to Rolling <br /> Plains (25d) Level IV ecoregion (Chapman et al. 2006). This ecoregion is characterized by <br /> moderate topological relief, silty and sandy soils, shortgrass prairie vegetation, and intermittent <br /> streams with few perennial streams. This ecoregion is known to have small, scattered <br /> depressional "playa" wetlands and dense oil and gas production. Elevation in the Project Area is <br /> between 4,900 and 5,000 feet above sea level. The Project area is located in the USACE Great <br /> Plains Region in Land Resource Region G —Western Great Plains. <br /> 1 <br />
