w <br /> v r <br /> Vegetation Resources <br /> The field survey identified 47 species of native and introduced plants within the Project area. Seven main cover types <br /> were observed during the field survey and are shown in Figure 3:forested riparian floodplain, mowed grassland, <br /> fallow corn field, invasive annual grassland, invasive annual/biannual forb land, and riparian/herbaceous wetland. <br /> Shortgrass and prairie would be the dominant native ecosystem type in the Project area under natural conditions, <br /> which were not observed during the field survey. <br /> Listed Noxious Weeds <br /> Four List B species were identified in the Project area and two List C noxious weeds were identified. No large <br /> infestations of noxious weeds were identified. Adams County has listed Russian olive and Musk thistle for eradication <br /> by 2022. Downy brome was observed in several large dense patches. Tetra Tech recommends consultation with <br /> the Adams County noxious weed coordinator to determine requirements for control of noxious weeds prior to <br /> construction. <br /> Wetlands <br /> TetraTech also prepared the Tucson South Sand and Gravel Mine Project—Adams County, Colorado <br /> Wetland Delineation Report dated February 2019. The conclusions and recommendations from the report are as <br /> follows: <br /> "The wetland and other Waters of the Unites States (WOTUS) delineation report presents the results of a desktop <br /> analysis and field delineation in accordance with methods outlined in the USACE Wetland Delineation Manual <br /> (USACE 1987) and the Regional Supplement to the USACE Wetland Delineation Manual: Great Plains Region <br /> (Version 2.0) (USACE 2010). <br /> Fifteen features were delineated in the Project area(Figure 2) including eight wetlands (Table 3), six streams (Table <br /> 4), and two ponds(Table 5). Tetra Tech recommends consultation with the Denver Regulatory Office of USACE prior <br /> to construction to determine the jurisdictional status of these features and to identify the permitting requirements, if <br /> any, for the development of the project. The USACE typically issues Nationwide permits(NWPs)from the USACE <br /> allow for minor impacts in wetlands and other WOTUS that are jurisdictional under Section 404 of the CWA. A minor <br /> impact is generally less than 0.5 acre. When impacts to jurisdictional wetlands or other WOTUS exceed minor <br /> impacts, the USACE will generally require an Individual Permit. Should the project construction design include <br /> impacts to jurisdictional WOTUS greater than 0.5 acres, the project would likely be subject to an Individual Permit. <br /> A buffer zone has been added to the Exhibit C maps around all the delineated features within the mining excavation <br /> limits. The buffer width is proportional to the planned depth of mining surrounding the delineated features. Note 16 <br /> has been added to Exhibit C-1 to state that wetlands buffer shall not be disturbed until USACE authorization has <br /> been obtained <br /> Al will obtain authorization from the USACE to impact delineated features in the Project area.Al will provide this <br /> documentation to the DRMS prior to impacting any delineated feature in the Project area <br /> A copy of the complete report is attached. <br /> Aggregate Industries Tucson South Resource <br /> Permit#M-2004-044 112 Permit Amendment <br /> Page J-2 <br />
